Virtual Jebel Ali

Since 28 February 2026 almost no container ship has reached Jebel Ali. Boxes land at Khor Fakkan and Fujairah, 160 km away on the east coast, and every one bound for Dubai is trucked to the Jebel Ali yards to be cleared — then trucked again to the customer, often back the way it came. Virtual Jebel Ali makes the point of clearance a decision, not a place: risk-assess before arrival, seal at the gateway, release at the customer's gate. Only referred containers travel to an inspection node.

The corridor today — and the loop it forces

Dubai Customs Notice 03/2026 (8 March) moves every container landed at Khor Fakkan or Fujairah for Dubai by road to designated yards at Jebel Ali "under secure bonded movement", where the consignee's declaration is processed before release. Inspection machinery, the Mirsal 2 declaration flow and the carriers' delivery orders all live at Jebel Ali — so the box must physically go there, even when its customer is in Sharjah, Ras Al Khaimah, Al Ain or back on the east coast. Maersk's 8 October advisory documents the result for non-Sharjah consignees as a "double-bonded movement: Khor Fakkan → Sajaa → Jebel Ali / Abu Dhabi". What Virtual Jebel Ali saves at national scale

Every input is an assumption you can change. Defaults: ~3,000 bonded boxes a day (DP World's network runs about 3,000 truck movements a day — The National, 9 Jul); 85 % cleared without inspection (Mirsal 2 auto-cleared 86 % of declarations in 2014 — Dubai Customs); AED 9/km haulage (no published tariff exists — set from operator actuals); AED 100/day dwell cost (Khor Fakkan's import storage for a 40ft keeps running from discharge day, even for boxes released elsewhere — Gulftainer tariff, 1 Jun 2026).

Cost assumptions

Not solved by this system: berth congestion at the gateways (a capacity problem — Gulftainer's expansion and DP World's Fujairah terminals) and the ocean leg itself. Solved: the second road leg, the yard dwell, the double lifts, and the lack of a single view of every bonded box.

Freight price observatory

The same Spain → Dubai container is quoted at $7,800, $6,500 and $4,500 to three importers. No free machine-readable feed covers any Gulf lane, so the observatory combines a curated weekly table (every number carries its date and source), the live SCFI composite, and anonymised quotes and invoices submitted by importers — give one, see all.

How Virtual Jebel Ali works

Every component already exists inside the UAE government. None of them is connected across the Sharjah–Dubai line for a container that lands on the east coast.

Before arrival

The line's manifest and the consignee's declaration flow into Mirsal 2 / Dubai Trade while the vessel is still at sea. The ACI engine (Advance Cargo Information, launched Oct 2025) issues the risk decision before discharge: green, document check, or physical inspection.

At the gateway

The trusted bonded operator (the CN6/2026 model: DP World Logistics, guarantee instead of cash deposit) applies a Shahin satellite e-seal at Khor Fakkan or Fujairah. A truck slot is booked against yard and gate capacity. The trip is registered in the ICP National System for Tracking Trucks and Shipments.

On the road

A geo-fenced corridor across Fujairah, Sharjah and Dubai roads (E84 / E102 / E611 — Emirates Road is exempt from Dubai's October 2026 truck bans). Deviation, unexplained stops and seal tamper raise alerts in the control tower, exactly as Shahin does today at Hatta.

At destination

Green: the seal is released at the consignee's gate via the app, duty settles in Mirsal — the box never saw Jebel Ali. Referred: routed to the nearest inspection node — Jebel Ali Terminal 2's inspection facility (59 bays, 24/7) with a scheduled slot, or a forward mobile scanner at the gateway (a drive-through unit handles ~150 trucks an hour).

Phases

  1. Pilot, 90 days. 500 boxes a week, Khor Fakkan → Northern Emirates consignees, green channel only, DP World Logistics as operator, Shahin seals. KPIs: km per box, discharge-to-delivery hours, yard dwell, seal incidents, duty leakage (target zero).
  2. Scale, 6 months. All gateways; referred boxes on scheduled Jebel Ali slots; first forward mobile scanner at Khor Fakkan; observatory bulletin public; rail leg for Abu Dhabi cargo.
  3. National platform, 12 months. Multi-gateway clearance as permanent policy; Oman and Saudi seal recognition for the Sohar and Jeddah routes; the UAE's single view of every bonded box. When Hormuz reopens, the east coast stays as redundancy — never again a single point of failure.

The pitch in one minute

You already run a Green Corridor with another country. A truck sealed by Omani customs drives to Hatta, Dubai Customs checks the seal, and 100,000 declarations a month flow. Yet a container landed 160 km away inside the UAE, at Khor Fakkan, must drive to Jebel Ali to be cleared — and then drive back past the port it came from to reach a customer in Fujairah, Ras Al Khaimah or Sharjah.

Virtual Jebel Ali applies the stack you built this year — ACI, Shahin, the trusted bonded operator, the national tracking system — to your own east coast. Low-risk boxes go straight to the customer under seal. Referred boxes go to the nearest scanner. Every box is visible on one screen, from discharge to delivery, with its price history beside it.

At 3,000 bonded boxes a day, with the default assumptions above, that is roughly — truck-kilometres and — avoided every day, — tonnes of CO₂ a month, and thousands of yard moves freed at Jebel Ali for the cargo that genuinely needs inspection. The pilot needs no new law: CN3 already permits the bonded movement, CN6 already names the operator, Shahin already does the sealing. It needs one decision — that the point of clearance is where the seal is released, not where the scanner stands.
